Biography:
Attorney Boucher provides both legal and lobbying services on behalf of
Halloran & Sage Government Affairs, LLC. His government affairs practice is
built upon his prior state government career, which included twelve years of
service as Commissioner (and four as chairman) at the Department of Public
Utility Control. He additionally served as Counsel to the Insurance
Commissioner, as a member of the Connecticut Siting Council, as President of
the New England Conference of Public Utility Commissioners (NECPUC), and as
First Vice President and Chairman of the Executive Committee of the National
Association of Regulatory Utility Commissioners (NARUC). |
